ŞÎLÊR – Crisis Response designs and implements healthcare projects addressing the urgent needs of conflict-affected communities in North and East Syria and the Kurdistan Region of Iraq.
We combine field expertise with strategic vision to deliver effective humanitarian aid and sustainable community development. Our field hospital in Al Hol Camp provides essential medical services.
Our Project Approach
SCR’s projects are grounded in local needs, informed by community input, and aligned with our 2024–2025 strategy. Whether running a field hospital in a high-risk camp or providing training to first responders, each project is built on the principles of equity, impact, and adaptability.
Our programming focuses on secondary healthcare services, trauma care, maternal and child health, chronic disease management, and community-based outreach. Projects are implemented through close coordination with local authorities and international partners, and are continuously refined through monitoring, evaluation, and learning.
SCR’s projects are developed in response to clearly identified community needs and implemented in close coordination with local stakeholders. Whether ongoing, planned, or completed, each project contributes to our broader mission of improving healthcare access, quality, and resilience in North and East Syria and beyond.
Our current portfolio includes active programs focused on clinical care and capacity building, as well as targeted past interventions that addressed urgent gaps in the humanitarian response.

Objectives
To provide consistent access to quality secondary healthcare for over 30,000 residents of Al Hol camp, including IDPs and refugees.

Objectives
To enhance the capacity of ambulance drivers to respond to medical emergencies by equipping them with essential first aid knowledge and practical skills.

Our projects are led by local professionals who understand the unique needs of the communities they serve. SCR works through structured departments and with the support of an advisory board to ensure that project design and delivery are accountable, adaptable, and aligned with sector standards.
We coordinate with health clusters, local directorates, and humanitarian partners to avoid duplication and promote long-term impact.
