Our Commitment

In a region facing conflict, displacement, and a fragile health infrastructure, ŞÎLÊR – Crisis Response has developed a focused Health Strategy for 2024–2025. Our approach builds on real-time needs assessments and community feedback to deliver essential and secondary healthcare services with professionalism, cultural sensitivity, and adaptability.

This strategy prioritizes trauma care, secondary health services, outreach to underserved populations, and investment in local health systems—guided by principles of equity, accountability, and resilience.

Our Strategic Focus Areas

Trauma and Emergency Services

SCR addresses the high incidence of conflict-related injuries through a trauma system that includes emergency surgery, a dedicated ambulance network, and trained EMTs. These services are designed to ensure rapid response, safe transport, and expert treatment at critical moments.

Secondary Healthcare Services

Our health facilities provide maternal and child care, chronic disease treatment, infection prevention, and rehabilitative services. From prenatal check-ups to hypertension management, we aim to reduce long-term health risks through reliable and holistic care.

Outreach and Inclusivity

Mobile clinics and community outreach teams extend care beyond the hospital walls. Working closely with community leaders and volunteers, we reach remote areas, promote public health education, and create culturally appropriate pathways to care.

Workforce Development

SCR invests in its staff through continuous training on clinical best practices, personal security, and patient-centered care. We also implement professional development tracks to improve retention and staff satisfaction.

MEAL Framework

Our Monitoring, Evaluation, Accountability, and Learning system tracks clinical outcomes, gathers beneficiary feedback, and supports iterative improvements. We conduct regular program reviews and share findings with partners to promote transparency and sector-wide learning.

Risk Management and Flexibility

Operating in an unstable environment requires readiness. SCR maintains emergency stockpiles, secures multiple supply lines, and trains staff on crisis response protocols. These measures ensure operational continuity during displacement, disease outbreaks, or security incidents.

Field Hospital: Strategy in Action

SCR’s strategy includes a fully functional field hospital in Al Hol camp, serving over 30, 000 individuals. We provide surgical services, diagnostics, and medical consultations, directly implementing our strategic pillars to aid Syria’s most vulnerable.
