Operating Context and Limitations

ŞÎLÊR – Crisis Response is currently registered and operational in North and East Syria (NES) and the Kurdistan Region of Iraq (KRI). However, due to financial system restrictions and shifting administrative requirements, certain funding and cross-border procurement processes may require third-party facilitation.

We are fully transparent about these constraints and work with partners to find secure, compliant solutions that align with donor guidelines.
