A Response Rooted in Local Realities
ŞÎLÊR – Crisis Response is a humanitarian organization operating in North and East Syria and the Kurdistan Region of Iraq. Founded in response to the urgent health needs arising from years of conflict and displacement, SCR has grown into a trusted provider of secondary healthcare, trauma care, and emergency services.
Our mission is to deliver healthcare that is not only lifesaving, but also equitable and locally responsive. We serve communities in some of the region’s most underserved areas, including internally displaced persons (IDPs), women, children, and individuals living in informal settlements.
Working in complex environments requires more than medical services. It demands collaboration, adaptability, and a long-term view. That’s why we work closely with local health authorities, community actors, and international partners to strengthen the overall healthcare system in NES.


From Crisis to Commitment
ŞÎLÊR – Crisis Response was founded in 2022 by a group of committed humanitarians who had previously worked with an international NGO in North and East Syria. When that organization decided to withdraw from the region, the local team faced a difficult decision: walk away, or continue the mission themselves.
Choosing the latter, they established SCR with the goal of ensuring uninterrupted care for the communities they had served for years. In 2023, SCR successfully took over full operation of the field hospital in Al Hol camp, continuing critical healthcare services for one of the region’s most vulnerable populations.
From those early steps, SCR has grown into a structured and dedicated humanitarian actor, providing health care to thousands each year.

Reaching the Underserved Communities with Critical Healthcare and Support Services
SCR’s healthcare programs are active across North and East Syria and the Kurdistan Region of Iraq. A critical focus is the Al Hol camp, where over 30, 000 people—mostly women and children—live with limited access to healthcare, clean water, or safety. We are dedicated to providing essential medical services.

Our Approach to Care
Trauma and Emergency Care
SCR operates an integrated trauma care model, with emergency and elective surgical services, supported by a mobile ambulance network and trained EMTs. This model has been crucial in reducing preventable deaths caused by conflict, landmines, and accidents.
Secondary Healthcare Provision
Our services extend beyond emergencies. We provide maternal health care, pediatric services, chronic disease management (e.g., diabetes, hypertension), and communicable disease control.
Community Outreach and Mobile Clinics
To reach remote areas, SCR plans to deploy mobile medical units that offer screenings, lab tests, and health education. Outreach teams work with local leaders to identify needs and build trust.
Capacity Building and Staff Development
SCR invests heavily in training its medical and support staff. We deliver education on trauma protocols, patient-centered care, and crisis management, helping build a resilient workforce in the region.
Monitoring, Evaluation, Accountability and Learning
Our MEAL system tracks patient outcomes, collects community feedback, and uses that data to improve services. This ensures our interventions stay relevant and effective.
Emergency Preparedness and Risk Mitigation
With contingency plans, emergency stockpiles, and rapid deployment capabilities, SCR is prepared to respond to disease outbreaks, mass casualty events, and displacement crises.
